The only time, at the moment, I can think of having a Harvey/Bruce is during the ball before Joker crashes it. That is if you don't want it to be really AU. It can be the real reason why Bruce believes in Harvey Dent. :OP

I hope this isn't out of the line in any way---but as I wrote in lcsbanana's journal,
I think there are plenty of opportunities (http://lcsbanana.livejournal.com/1836977.html?thread=5273777#t5273777) to insert Harvey/Bruce or OT3 in film continuity.
