Yes. Poor Ray. Walt doesn't get crushes very often, but when he does, he is very enthusiastic about them and keeps on telling Ray how awesome Neal is and how many different languages he can speak and Ray sulks about it for a while, but then Neal lets him wear his hat and everything is fine.
