I can just imagine his fantasies of what he's going to do with Harry as his prize, with no real conception of what the war will mean.
Draco's not a long-term sort of thinker in that respect. Don't get me wrong, he can focus long-term with regards to Potter on a leash, but that business about war and survival? Not really his primary concern.
